Wah-wah-woo!™" is "I will answer this question in English so please consult your copy of 'Spiffy's Canine/English Dictionary, Thesaurus, Big Book of Cultural Literacy and Common Phrases!™'" As you may have noticed, "Woof! Wah-wah-woo!™" is sometimes preceded by canine expletives that are simply too rude to translate and post on a family-friendly website. You will have to attend summer school if you want to know what they mean. Suffice it to say, my literate canine compadres are all having a good laugh right now.
